Civil Aviation Authority of the Philippines ARMM

The Civil Aviation Authority of the Philippines (CAAP) was formerly known as Air Transportation Office (ATO). It was renamed Civil Aviation Authority of the Philippines (CAAP) in 2008 by virtue of Republic Act 9497 otherwise known as “An Act Creating The Civil Aviation Authority Of The Philippines, Authorizing The Appropriation Of Funds Therefor, And For Other Purposes”.


The authority to regulate the activities of air carriers, air freight forwarders, general sales agent and cargo sales agents operating within the areas of ARMM was devolved to the Autonomous Regional Government of the Autonomous Region in Muslim Mindanao (ARG-ARMM) by virtue of Executive Order No. 435  otherwise known as “Devolving To The Autonomous Regional Government Of The Autonomous Region In Muslim Mindanao Certain Powers And Functions Of The Department Of Transportation And Communications, Its Sectoral Offices And Attached Agencies In The Region, And For Other Purpose”


The DOTC – ARMM is the primary policy, planning, programming, coordinating, implementing, regulating and administrative entity of the Executive Department of the Autonomous Regional Government in the promotion, development and regulation of dependable and coordinated networks of transportation and communication system as well as in the fast, safe, efficient and reliable related services under the expanded Autonomous Region.


The Land Transportation Franchising and Regulatory Board (LTFRB-ARMM) is tasked with monitoring that public vehicle meet with the standards of the Board to protect the interest of the riding public.


LTO – ARMM was officially devolved to the Regional Government of the Autonomous Region in Muslim Mindanao in 1997 by virtue of the EO 435 series of 1997 signed by his Excellency Former President Fidel V. Ramos. Said Order was in accordance with the mandates of RA 6734 and RA 9054


The Maritime Industry Authority of the Autonomous Region in Muslim Mindanao is an attached agency of the Department of Transportation and Communications devolved during the time of former ARMM Regional Governor His Excellency Professor NUR P. MISUARI and Chairman of the Moro National Liberation Front (MNLF), whose tasked is for the Franchising, Registration, and Licensing of Motorized Bancas three (3) Gross Tonnage and Below and above exclusively plying within the territorial jurisdiction of the Autonomous Region in Muslim Mindanao.


Should the there be any failure on the part of DOTC-ARMM to meet the requirements of the Citizen’s Charter, the agency shall issue an official apology at the minimum. Other types of redress shall be considered based on the gravity and impact of the failure to comply with the conditions of the charter.
